Enamul Haque, Reporter || Everyone has the right to hold rallies and criticise the government, except members of banned organisations, Law Minister Mohammad Asaduzzaman said on Monday.The government’s responsibility is to create an environment where people can speak without fear, he said at a seminar titled ‘Bangladesh after the Election’ at CIRDAP auditorium in Dhaka.Speaking about the Human Rights and Enforced Disappearance Prevention Act, the minister said the government was reviewing the legislation and would propose necessary amendments before placing it before parliament.On constitutional reform, Asaduzzaman said reforms would have to be carried out while keeping the 1972 Constitution in view for as long as it remains in force.“We want to move forward, not backward. We may make mistakes, but we are trying. We want to move ahead following the July Charter,” he said.Responding to calls for discarding the 1972 Constitution, the law minister said any reform must take the existing Constitution into consideration as it remains legally valid.He added that opinions and proposals on constitutional reform would be considered, and those found acceptable would be incorporated.We need to think realistically about the Constitution and its reform, he said.
