Q-Cash services resume, transactions restored at 30 banks

Transactions through ATMs, cards, POS terminals,
NPSB, e-commerce and QR-based services have resumed at 30 banks after services
of the Q-Cash network returned to normal.Customers of the affected banks can now use these
services for regular transactions.Several banks informed customers through SMS on
Wednesday that their card and digital transaction services had been restored.
Bank Asia said its ATM, card, POS, NPSB, e-commerce and QR services were fully
operational.The disruption began at around 9pm on October 4
due to technical upgrades, system migration and maintenance work on the Q-Cash
network. As a result, customers faced difficulties withdrawing money from ATMs,
making card purchases and conducting certain digital transactions.To restore the services, Bangladesh Bank summoned
the management of IT Consultants PLC, the operator of the Q-Cash network, on
Tuesday night. The central bank also instructed the company to resume switching
and all card-related services as soon as possible.Following the Bangladesh Bank directive, Q-Cash
services resumed and the affected ATM, card, POS, NPSB, e-commerce and QR
services gradually returned to normal.The maintenance and technical work had disrupted
digital transaction services at 30 banks at the same time. Banks had earlier
informed customers that certain services could remain unavailable from 9pm on
October 4 until noon on October 10.The affected banks were Agrani Bank, Bangladesh
Commerce Bank, Bangladesh Krishi Bank, Bank Asia, BASIC Bank, Bank Alfalah,
Community Bank, First Security Islami Bank, ICB Islamic Bank, IFIC Bank, Jamuna
Bank, Janata Bank, Meghna Bank, Mercantile Bank, Midland Bank, Modhumoti Bank,
National Bank, NCC Bank, NRB Commercial Bank, NRB Global Bank, Rupali Bank,
Shahjalal Islami Bank, Shimanto Bank, Social Islami Bank, Sonali Bank, South
Bangla Agriculture and Commerce Bank, Trust Bank, Union Bank, Uttara Bank and
Woori Bank Bangladesh.However, the Q-Cash disruption did not affect all
digital payment systems in the country.Bangladesh Bank said banks directly connected to
the National Payment Switch Bangladesh (NPSB), mobile financial service (MFS)
providers and other payment service providers continued their normal
operations.Other major payment systems operated by the
central bank also remained functional, including the Bangladesh Automated
Clearing House (BACH), Bangladesh Electronic Funds Transfer Network (BEFTN) and
Real Time Gross Settlement (RTGS).As a result, although certain services of some
Q-Cash member banks were temporarily suspended, electronic transactions across
the entire banking sector were not halted.Bangladesh Bank had advised customers to follow
instructions from their respective banks and use alternative payment platforms
when necessary.
